Abstract
The coastal area of Makassar City is facing significant development pressure, resulting in various spatial planning violations that impact social, economic, and environmental interests. In 2025, the Provincial Government of South Sulawesi and the Makassar Government identified 32 objects of Spatial Utilization Control Indicators (IPPR) in the Makassar Coastal Area. These findings, derived from the Makassar City Coastal Spatial Audit, include discrepancies with the Spatial Plan (RTRW), violations of the Suitability of Space Utilization Activities (KKPR) documents, and breaches of zoning regulations.This article utilizes the Analytical Hierarchy Process (AHP) method to analyze the priority factors for spatial utilization control, involving expert judgment from various stakeholders. The analysis results indicate that Ecological Interests hold the highest weight (56.86%), followed by Economic Interests (25.82%), and Social Justice Interests (17.32%), with a highly favorable Consistency Ratio ($CR$) of 0.038. Within the sub-factors, Ecosystem Sustainability (41.60%), Coastal Area Development (45.82%), and Land Ownership Rights (37.20%) emerged as the top priorities in their respective dimensions. Based on these findings, this paper recommends five key strategies:(1) Strengthening supervision and law enforcement systems with sanctions ranging from administrative to criminal penalties; (2) Implementing digital monitoring systems based on GIS and remote sensing; (3) Strengthening cross-sectoral institutional coordination; (4) Ecosystem restoration programs and the establishment of conservation zones; (5) Increasing community participation in spatial planning. The implementation of these strategies is expected to reduce spatial utilization violations by up to 60% within 5 years.
