Abstract
Identifying urban development can be done using various approaches. Generally, the level of urban development can be measured using the Centrality Index analysis by considering the number of facilities, infrastructure adapted to community conditions to determine the hierarchy of regional centers. However, there are limitations with the Centrality Index, especially temporal and spatial accuracy, because it refers to census data that does not represent the entire area in real-time. For this reason, there is an innovation in viewing regional development using the Visible and Infrared Imaging Radiometer Suite (VIIRS) method, which is one of the instruments in Suomi-NPP (National Polar-orbiting Operational Environmental Satellite System Preparatory Project). The VIIRS method utilizes light at night due to community activities. The data is then classified into eight class intervals where the larger the class number, the greater the intensity of light emission and thus the more active the population. The analysis shows that the sub-districts with the highest level of regional development are Kaliwates and Sumbersari. Meanwhile, the sub-districts with the lowest regional development are Arjasa, Jelbuk, Jombang, Mayang, Pakusari, and Sukorambi.
