Dampak Pandemi Covid-19 Terhadap Perubahan Sektor Unggulan Ekonomi di Kabupaten Jember

Abstract
The Covid-19 pandemic has given a contraction to the economy in Jember Regency. In 2020 the economy in Jember Regency decreased by -2.98 percent, with the sectors experiencing the highest minus growth rate experienced by Other Services (-14.35%), Accommodation and Food and Drink Providers (-13.26%), and Construction (-6.74%). This significant decline was motivated by restrictions on activities in accordance with policies to reduce the spread of Covid-19 in Jember Regency, considering that Jember Regency is classified as the area with the highest number 4 transmission case in East Java. This analysis was conducted to identify the impact of the pandemic on changes in the leading sector in Jember Regency. The study method uses LQ (Location Quotient) and DLQ (Dynamic Location Quotient) analysis, where both analyzes aim to identify leading sectors in Jember Regency for the last five years. The results of the analysis show that prior to the pandemic, there were several sectors that were consistently classified as leading sectors, namely Agriculture, Forestry, and Fisheries, and Education Services. Some of the leading business sectors that tend to experience changes prior to the onset of the pandemic consist of Mining, Information and Communication, Government Administration, Defense, and Mandatory Social Security, and Health Services and Social Activities. The impact of the Covid-19 pandemic has caused the entire business sector which was previously classified as superior to turn into prospective or the existence of a pandemic has affected the existence of the leading sector in Jember Regency.
