Abstract
The Bedadung Watershed is one of the 109 National Priority Watersheds with the carrying capacity of the Bedadung Watershed included in the category of restored carrying capacity (Wibisono, 2021). In the period 2019-2022 there have been 141 incidents of flood disasters in the Bedadung watershed area of Jember Regency. The government's lack of seriousness in managing the Bedadung Watershed Jember can be seen from the absence of the RPDAST cross-sectoral planning document and the Bedadung Watershed contingency plan. Due to the large number of institutions that manage the Bedadung watershed, it raises problems in planning, implementing and evaluating the watershed. The purpose of this study is to examine how the role of each stakeholder in the management of the Bedadung Watershed. The method used in this study uses qualitative deductive. The analytical method used is actor mapping analysis or stakeholder analysis with two variables, namely the level of interest and the level of influence. The level of stakeholder interest is measured using 4 indicators, while the level of influence is measured using 3 indicators. Based on the identification of these stakeholders, there are four categories of stakeholders with 11 influential stakeholders in the management of the Bedadung Watershed. The results of the stakeholder analysis found that the four most influential categories of stakeholders were the key players from BPDASHL Brantas Sampean, Jember Forestry Service Branch and Perhutani Jember Regency. Cross-sector collaboration efforts are needed in the management of the Bedadung Watershed and the need for coordination, integration, synchronization and synergy in watershed management.
