Abstract
Based on DIBI, the flood disaster in Jember Regency has the highest percentage compared to other natural disasters, which is 59.34%. According to the BPBD of Jember Regency, one of the sub-districts that has the potential for flooding is Sumbersari District. Based on the latest data, floods that occurred in Sumbersari District were as high as 25 - 150 cm which resulted in the destruction of 13 houses, 1 prayer room, and other public infrastructure.
Seeing the flood incident in Sumbersari District which causes losses to continue to increase every year and supported by the absence of spatial regulations that discuss flood management in Sumbersari District, it is no longer possible for the potential for flooding in Sumbersari District to increase. Based on this, the purpose of this study was to determine the level of flood vulnerability using overlay analysis and formulate flood handling priorities in Sumbersari District using process hierarchy analysis (AHP) analysis techniques.
Results Based on the overlay analysis, it is known that the flood vulnerability in Sumbersari District is classified into three (3), namely the level of vulnerability (low), quite vulnerable (medium), and very vulnerable (high). Priority for flood management in Sumbersari District based on construction methods can be done by developing and normalizing drainage channels, constructing urban forests, constructing infiltration wells, and constructing retention reservoirs. Based on non-structural methods, flood management in Sumbersari District can be done by managing and providing garbage bins and agricultural planning with the concept of agroforestry.
