The Concept of Bandealit Beach Tourism Infrastructure Development Using the Analytical Hierarchy Process (AHP) Method

Abstract
Bandealit Beach is a beach which is administratively located in Tempurejo District, Jember Regency, East Java Province. This beach has the potential as a beach tourism attraction based on the Regional Spatial Plan (RTRW) of Jember Regency, where the development of Bandealit Beach is prioritized for its development. However, there are problems in tourism development, namely the lack of basic infrastructure in supporting tourism activities, so that the tourism sector on Bandealit Beach is not maximally utilized. The facilities and infrastructure at the Bandealit Beach location are not sufficient to meet the tourism service standards due to the lack of the number of facilities and utilities. So that we need a concept for the development of Bandealit Beach tourism infrastructure. The purpose of this study is to determine the zoning of tourism development based on the potential and the concept of developing tourism infrastructure at Bandealit Beach. This study has 2 (two) stages of analysis. The first stage is to use the Analysis Technique Perceptual Mapping to determine zoning for tourism development. The second stage is to use the AHP (Analytical Hierarchy Process) Analysis Technique to determine the priority of tourism infrastructure development and its development concept. The results of this study are there are 3 (three) zoning for Bandealit Beach tourism development, namely the core zone with an area of 30.99 ha, a direct support zone with an area of 11.26 ha and an indirect support zone with an area of 9.81 ha. While the development concept is in the form of a site plan based on several analyzes, theories and existing conditions. The priority results of tourism infrastructure development are based on the analytical hierarchy process (AHP), the sub-criteria for facilities, namely toilets, parking lots, gazebos, management offices, health facilities, food services, sports facilities, souvenirs, lodging, and worship. Meanwhile, the sub-criteria for infrastructure are based on total weights, namely road networks, clean water, solid waste, drainage and sanitation, electricity, and telecommunications.
